This paper identifies the emerging best practices for systems development and provides a framework in which to assess software development processes. Process assessment can take one of two forms – either from positive best practices or from negative factors leading to project failure. The paper undertakes a study of three processes - Catalysis, OPEN and RUP, which stem from advancements in the last ten years and are widely used and documented. The paper reviews these approaches and proposes a basis for process assessment.
